You may request a Vote by Mail application from your early voting clerk in the county where you are registered or use this application form. The last day to submit a Vote by Mail application is 11 days before the election. Read the application instructions carefully, complete the application and return it to your Early Voting Clerk.
The Early Voting Clerk must receive your marked ballot by 7pm on Election Day or by the 5th day after Election Day if your ballot is submitted from outside the US.

Hundreds of applications for mail-in ballots are being rejected as both Texas voters and local election officials decipher new ID requirements enacted by Republican lawmakers.
The main issues involve which identification number is used on the application. Absentee voters are now required to include a state identification number like a driver’s license number or a partial Social Security number on their applications for a mail-in ballot. However, those numbers must match information in a voter’s record or their application will be rejected. in many cases,, voters do not know what identification number they used to register to vote.
